Although we haven't seen the full extent of his powers, he has to be very strong to keep all of the powerful prisoners of Impel Down at bay.

This one was hard to decide. In the end, I felt like Katakuri should be above Luffy, although Luffy won. First, Katakuri was insanely strong even before eating his Devil Fruit, which is a Legendary (mochi lol). His Color of Arms and Observation Haki are much stronger than Luffy, as he was able to dodge Python many times. In the end, Katakuri wanted Luffy to win, as evident from his conversation with Brulee.
