Best Marksmen in the world ranked best best to worst altho no one is this list is a bad marksman, it's just that the top places are the very best. This list also only considers characters that perform better with weapons, hence, no Batman on this list.

Never: self explanatory (could only miss vs plot armor)

Hardly: Extremely rare to see them fail.

Rarely: Misses can be counted on one hand.

Scarcely: Misses very very few shots.

Sometimes: Could miss once in a while.

Occasionally: Every now and then may miss a shot.

Sporadically: Happens frequently, but not generally.

  Never misses

  He only ever misses on purpose. He's close to Oliver, in fact Oliver might miss less shots, but again, that's because Floyd pulls his shots a lot and heroes get plot armor. Deadshot's got evidence to support he's a better shot that Green Arrow. So he gets the top spot.

  Misses hardly

  Is he on Deadshot's level? Yes, but actually no. Green Arrow uses trick arrows while Deadshot performs trick shots, see the difference?

  In his VS against Deadshot, they seemingly tied, but remember that Green Arrow had the advantage and Deadshot was, again, pulling his shots, and Ollie used a variety of trick arrows to stunt Deadshot yet he still disarmed the Emerald Archer.

  Misses hardly

  Ollie stated Merlyn was probably better than Roy. And Merlyn also seems a bit more level headed than Roy.

  Little known fact. Roy can shoot faster than Ollie himself. But this is not a competition for rate of fire.

  Almost as good as Oliver himself or Roy.

  I wanted to close this at top 10 but lists don't always work like that. From now on. Most of the heroes below are rather better hand to hand fighters than shooters, but still, top notch shooters.

  I know. But he really isn't that good of an archer compared to Roy, he's a better MMA fighter just like Red Hood. It's noted that at 200 meters his shot waver a little, he can still hit the bullseye, just not dead center.

  Note that she once split a bullet. But that seemed more like a lucky shot than a general skill.
