The Sinestro corps is made up of Anarchist, Psycopaths, Murders, Savages, A Being who almost wiped out all of existence and straight up monsters. I thought Sinestro wants to bring peace to the Universe, If they had won the war, it would be nothing but total chaos ALL THE TIME!!! They just completely collide with his own personality. And we all know that if HE had won it would be all over.

Sinestro has always been a "the ends justify the means" kind of guy. Chances are if he ever did achieve his goal of bringing peace to the universe through Fear, he'd kill half the Sinestro Corps members. And besides, it's not like Sinestro chose them.
