Some characters have faster reaction and thinking abilities so they can better respond to other threats this combined with their knowledge and ability on fighting styles is how I think skill should be considered, take the average of their reaction, agility and technique and skill is formed. Of course reaction and agility doesn't count as much technique because that would allow for certain over the top metas to make it on the list.
I'm not actually too sure about this one.
Mind the HIV.
Maybe he's not street level, but he always runs into street level characters who can match him in skill and beat him like Tarantula. He could be higher in this list though if he knew how to use his spider-sense to it's full advantage.

His H2H fighting is not that impressive.
