The COC mantled Sheogorath, but that doesn't change the fact he still went entirely insane on the Shivering Isles and is highly unpredictable and unreliable.

It was a win/Lose situation, still he became a Madgod so that was far more generous then any other Daedric prince currently.

It depends on your perspective, but regardless Daedra aren't people who look out for the intentional well being of mortals, even those under them. They do their own thing, and if it happens to help mortals so be it. But if it doesn't they don't care otherwise.

The Khajiit didn't build a "human ladder" they built a ladder of themselves to try and reach the moon to replicate the effects of their Tower's presence on Mundus. And it can be interpreted metaphorically IE they used Moon Sugar to literally get high and try to reach the Moon.
