I'd agree. It's a vastly fun, replayable game that's a breath of fresh air for it's genre. It's garnered a bustling community of both casual and hardcore players very quickly which really means something for a multiplayer game. It also helps that the only real competition for it (Uncharted 4) is a sequel that, while awesome, feels like it's going through the motions.
A case could be made that Inside, Owlboy, or maybe even Dishonored 2 was the best game of 2016, but indie games typically don't get that kind of award, and Dishonored is in the same boat as Uncharted of being a sequel that didn't raise the bar or reinvent the wheel enough.

I do believe that Overwatch is worthy of GOTY. Out of every game I've played this year, I've had the most fun with Overwatch.
I only played the beta, so idk. The thing that prevented me from buying it was the full price of $60 on consoles. I heard PC players only paid like $40. No thanks.
