Dress wise yes, however physical looks no. Joe has hair around the collar, and the burglar isn't that long.

Burglar eluded Spider-Man's spider-sense. That's mach reaction speed, maybe FTL.

@_reynard_: But what are Chill's combat feats to the Burglar's? Both have a standard pistol, but the Burglar took out Uncle Ben. Ben was a former soldier (Amazing Spider-Man #519). In fact, he actually has combat feats:

@lichter: Ben's power level declined from not training. It it was prime Ben he would have curbstomped the Burglar.

@nickzambuto: I'd argue the feat still applies, because at the very least it puts the Burglar's enemies over Chill's. The Wayne family's only feat is dying AFAIK. Plus, burglary + murder indicates at least some proficiency in forcing one's self into a dwelling, by either stealth or intimidation. The Burglar's dexterity might be far in excess of Chill's, whose only feat is pulling a trigger and running.
