Nathaniel Adam was coerced into an experiment which bonded alien metal to his skin and sent him 18 years into the future, giving birth to Captain Atom, a superhero fueled by the Quantum Field.
As Monarch, Captain Atom has all of the same abilities. Due to the armor, it increased his powers tenfold. And, during Countdown: Arena, he kills and absorbs every Captain Atom incarnation of himself from different universes, making himself.... 51x more powerful (since he absorbed 51 different Captain Atoms).
He should be stronger, but in the last issue Superboy Prime stands a fight with him also breaks the Monarch armor, so he was only playing or Monarch can´t beat Superman Prime. In the Countdown arena we see Monarch cleaning the floor with three Superman
Actually...Captain Atom's powers are will based. He draws his energy from the Quantum Field. Claiming his suit amplifies his power is just moronic...He's even told SBP that it isn't the suit...The reason why it wasn't a normal thing for Atom to do what he normally does as Monarch is because of an inferiority complex he had. He never felt he was good enough to be a hero therefore reflecting his abilities. As Moncarch, he's determined to destroy the Monitors, and because of it, is willing to destroy anything in his way. In conclusion, the Monarch suit has not amplified his abilities, because they're will driven.

Well, that makes sense. But, it isn't moronic that people thought it was the suit. It was a misunderstanding for most, because as Monarch, he did things he normally didn't do. Thus, everyone thought it was the suit. But, I do remember his powers being based on his will. Hal Jordan commented on it during his battle against him. And, it also says the same thing on comic book database sits.
