Can't believe people argue that Cap would have significant trouble even tagging Oliver.
For this fight as of now:
1. Probably 4-5 at least. They would have a ridiculously hard time KOing him considering all of the things he's ranked without being KO'd.
2. Probably 2, for sure 3.
Cap can take 20 Ollies in h2h only. Without plot he gets foddered by a serious Cap.
With full gear, if Cap gets his shield the he can still take 10 Ollies at least. Ultron boys are superior to Ollie and cap was running through them

Explosive arrow at his feet, or one of his arrows that tie people up. Cap may be strong enough to break through it but while he is struggling Ollie can shoot him with an actual arrow. He can win due to his gear, and he is also faster than Cap and just as skilled.
Ollie faster than Steve, lol.
A lot of bodies for the first one. Steven can knock them around pretty easily.
Probably around 5 or so for round 2.
There are some insane amounts of wank going on here. No more that two is needed in round 2 for a certain victory.
As for round 1, I'm not sure. Captain America's durability will make it very hard for him to be knocked out.
Actually, I didn't see they were bloodlusted. One for round 2 because of equipment, not sure about round 1 still.
I have a difficult time imaging how Oliver puts down Cap in pure H2H, He has never knocked down someone as powerful. And his best striking feats aren't really that impressive.
Round 2, one Oliver could do the job.

The bullet grazed him when fighting Bucky. And Ollie can shoot multiple arrows at once, at different targets.
I honestly don't even know how many Olivers it would take for the first round. Too many, probably.
For Round 2, a couple.
R1: 7-9 Olivers. A bloodlusted Cap is going to behead a Oliver with his shield and ragdoll a lot of them. If the Olivers are spread out maybe it would take more, something around 12 Olivers, if they all are close to Steve maybe 7.
R2: one Oliver would give a good fight (depending on starting distance), 2 Olivers should take this with a majority. 3 Olivers take this 100/100
5000 for round 1, Cap can one-shot for days
150 for round 2, Cap throws his shield and it bounces of the head of 130 Ollie's one shotting all of them. Then the 20 rest can fire explosive arrows, I doubt Cap can tank more than 30 explosive arrows so he goes down eventually
Still lots, will always be lots.
Round 1 - Hard to tell I’m not entirely sure Ollie can even put Steve down in h2h. And unlike the more sillier viners will claim Ollie can’t just dance around Steve. And it’s not like Ollie exactly has a good track record against ppl stronger than him anyway. If I had to put a number on it I’d say it would take about 4-5 for a definite win.
Round 2 - Probably 3 or 4 if they fight smart and not in character (which is going h2h). And the universal explosive arrows aren’t a definitely win or game changer when he has a shield that can block them and has taken explosion without too much trouble.
