A captain in the Kree militia, Mar-Vell rebelled against a racist tyrannical empire to defend Earth and in so doing became the "Protector of the Universe" known as Captain Marvel. Since his tragic death to cancer, Captain Marvel has inspired many superheroes and heroines and his legacy is still felt throughout the Marvel universe.
Noh-Varr is a copy, nothing against his Morrison series, it's just not Mar-Vell, kind of unfair to both characters. if you ever liked the band KISS, it's like putting Tommy Thayer out there in Ace Frehley's makeup and costume, for lack of better analogy.
Anyway, I like how the first person pieced together the Mar-Vell (or what fans were told was Mar-Vell anyway) but really, looking at the dates, I'm not so sure there wasn't a storyline bailout, if you remember he was a time-traveler at first and in real life, Marvel didn't realize this character would get as popular as it did, they underestimated it back in the day because it was in many ways ahead of it's time. Either way the comic, for those five months and appearances was among the higher sellers in comics (2007-2008), not bad for a "dead" guy.
There is a movement I heard about to bring him back but you have to write Marvel.
It's not really "his" return, but it's as close as they'd let for now. What it really is, is a tester for if they do. There's an internet mailing campaign goin on, are you in?

1. If they brought him back it would ruin his death. It was done so well. 2. He really doesn't have a place in the Marvel Universe now. 3. Internet mailing campaigns have no effect.
