If Flash clears the smokescreen, Batman still can activate a device that surrounded himself with anti-vibrational particles 360 degree, such that if Flash comes in contact with the specially treated environment, he'd suffer a seizure.

Well, I feel that legends are often exaggerated and so on, the game story never really showed much feats of the legendaries. So far what I see of them showing off in the games are them playing as forces of nature within Planet Earth. That's their best showings.
