I wonder if via verse equalization Haki can harm a Devil's Heart. Haki is a type of spiritual energy that can be weaponized, so maybe it can count as being similar enough to a Saint Stage?

Without that I don't think that they can go very far. Even Zagred can spam the demonic swarm that eats life force and eventually drain the Gorosei dead, if they cannot kill him.

Its kinda weird how One Piece vs Black Clover threads went from "Luffy slaps with superior stats" to "Luffy tries to cheese a win with CoC" in the span of a few years.

Are they limited to base forms? They would stop at 8 if limited to base.
With transformation they stop at 15, which should of been the last round.

Phoenix Space is not a telepathy, if you're thinking that way. CE was physically inside the dimension. Saitama was also there and was able to create a passage from his world. It's the reflection of Phoenix Man's psyche/persona which he could influence, it also has its own time flow.

In the context of the scene "mental" is clearly meant to qualify "area". When somebody says "mental picture" you don't imagine an actual framed picture on a wall, do you?

Phoenix Man clearly states that they are connected mentally, that this is a mental area. That their bodies in that space are mental projections and that they cannot actually touch each other.

The intent here is clear. Just because time flows differently there does not mean that its a physical space. Time can move differently inside the mind too. I mean, you've seen the movie Inception, right? Are the characters there multiverse reality warpers or are they just dreaming?
