Again this depends on what form we are using, Grey, White or True form? Any would stomp Talzin (or Sidious for that matter). I'd say beating a Balrog in his weakest form, fighting it for 10 days straight would put him squarely above those two. He also fought off the 9 Nazgul for an entire night to keep them from Frodo and the ring.
As Gandalf the White, with but a few words he's able to break Saruman's staff and cast him from the Istari. Bear in mind the Istari: Saruman, along with the blue wizards and to a lesser extent radagast are all godlike beings sent down to guide and watch over Middle Earth. This same Saruman was bringing down mountains with his voice.
The Istari were bound and limited in their human forms, as in their true forms they would be far, far too powerful and could cause untold damage, like I said before they are essentially godlike beings.
In terms of rankings, I'd say this True form Gandalf (and any Istari) >>>>> Gandalf the White >>> Saruman the White >> Gandalf the Grey > Sidious > Mother Talzin > Blue Wizards(?) > Radagast the Brown.
