It should be his skin.  ;)  Sexy.  Haha, sorry, I digress.  My guess is either bad coloring, or that the artist decided to kinda make their own version of the costume (I think they do that on occasion, changing little things like that).

It hasn't been stated on panel, but a lot of sites have stated that it is over the speed of sound, and Speed himself says he's Quicksilver fast (which is also over the speed of sound).  And I think it's been noted, but he did run from east coast US to Genosha (off of one of Africa's coast, I can't remember east or west), which required running across water (which requires quite a bit of speed for the body mass of a human), and he apparently was able to explore the entirety of Genosha looking for the Scarlet Witch.  All of this in the time it took Billy and Teddy to say goodbye, Billy to leave his house, and teleport to Genosha (looking at panels, I'd say 6-8 minutes).

I think it would depend on how he (and his brother) were made by the Scarlet Witch, since she used her own reality-altering powers to make the originals.  If she made them to be mutants/have the mutant gene, then yes, he probably is a mutant.  She could also have made them to just randomly have powers, with no real reason behind it other than she gave the powers to them.  Since their births/rebirths/whatever are such complicated matters, I kind of hope its explained canonically, since the possible explanations for it are so numerous.

I don't know if this has been mentioned yet (I don't feel like reading through the entire posting), but it's actually explained in the X-23 series, by Dr. Kinney.  I also don't feel like digging out my book collection to grace you with and actual quote from the book, but Kinney calls her not a clone but, for all intents and purposes, a genetic copy.  So... there you go.  :)

After reading X-force, Elixer.  They really seemed to have a connection (especially when he, oh, you know, saved her life).  :)
