What I'd do is:
Give him his own movie. It wouldn't feature Spider-Man (yet) but it would have some connections, such as the Symbiote once belonging to Peter Parker, Eddie Brock working for the Daily Bugle, etc. The main villain would be Norman Osborn, but he'd mostly be set up for future films and sort of lurk in the background. Alistair Smythe would don armor as "The Slayer", becoming the movie's physical villain. Osborn's thugs would be a few villains from Spider-Man mythology, such as Scorpion and Chameleon. The post-credits scene would show Peter Parker looking at footage of what Venom has done, then deciding that he needs to go after him himself.
To cross him over with Spider-Man, I'd do one of two things:
- Make a "Venom v Spider-Man" crossover movie.
- Have Venom be Spider-Man 4's main antagonist.
After that, he'd show up a few times as a recurring background antagonist sort of like Loki. He'd join Osborn's Dark Avengers as "Spider-Man" and I could see Agent Venom being adapted at some point.
He'd have his own thing before getting picked up by some team on a par time basis.

And how would he connect to Spider-Man?
@solar_nerd: Sony Spider man is already in the MCU, thus his and Venom's uni are already tentatively joined. Spidey is the most popular hero in the world and has been for at least 20 years, and Venom is one of his greatest rogues. We don't need to connect him to spidey any more then we need to connect Joker to Batman.
