Cap could probably survive that with his shield. Thor should definitely. The cage is mostly for bfr.

Thor hasn't gotten stronger. You could argue that showing is PIS with more recent feats.

There's no way Cap is able to survive terminal velocity impact to the ground, with or without shield. Endgame worthy Cap probably, but even when he is worthy to process the power of Thor, his physicality still inferior to Thor himself

But I agree, the cage is mainly for BFR.

He probably can. He already can land in water without using a shield after jumping off a quinjet and his body is tough enough to obliterate what appears to be a concrete slab when he slammed into it unprotected. Just add the shield and while Cap would get hurt, he'd still be alive. Surviving impacts is his thing, except he usually runs or fights after them. Here, he may not be in condition to do either, but I'm strictly speaking of staying alive.

But doesn't his shield absorb kinetic energy? Theoretically he should be able to survive any impact with it.

He survived freefall into the ocean from a height that would kill a normal man. I think he'd just fine as long as he had his shield to land on. Without it...... that may be a bit too much. He might survive, but he'd be busted to hell.

And that was without the shield absorbing any of the impact. So with it, his survival chances multiply. Seriously, it's a matter of how injured he'd get, not whether he'd die.
