He can jump at pretty damn high pseudo-realistic height, do flurries of punches with zero issues, and casually destroy a huge chunk of a brick wall in perfect condition.
Jackie Chun did describe him as someone would be superhuman to ordinary eyes but not truly superhuman like Goku or Krillin... however with the feats shown above I think he might be a somewhat serious threat in the 21st Budokai.
