Team stomp without the Axe, mid difficulty with. Mothra Web is an excellent counter to the melee weapon.
@limitless82: I think the webbing would be less effective if the axe was charged since it may burn it up. But yeah, under these conditions, Kong can't really win although he might deal serious damage.
@rebake: true, if its nuclear axe then the Web shouldnt be an issue, but according to OP, Kong get axe in R2 but uncharged, so depends on the webbing angles ie. The flat side of axe to the side of a building, it can at least momentarily rob Kong of his weapon. Beside, Mathra can also web Kong up directly, ie his limbs or his eyes. Kong might be strong enough to break free given a few seconds, but in those few seconds, Mothra, Muto and Rodan can stab, sting, peck and claw him up real good.

R2: Team, 4-on-1 is too much, even for Kong with an uncharged axe. Without the addition of the female MUTO, this could be more even.
Mothra did web up Ghidorah right from the get-go though, and the web was so tough that the head itself couldn't break free and a second head had to intervene.

Who was distracted fighting Godzilla.
Kong will ground them. Kong is much more mobile than they are. Godzilla put the Muto into the building and hes slower than Kong.
The uncharged axe is fodder and Kong has counter to it being webbed up and then beaten down.

Again, this is not a case of one vs one, or even one vs two, (I can see argument been made of Kong beat one or two), but rather, it is one vs three or even four depending on the rounds. Hopping from building to building can only get Kong so far when there are 3 flyers swarming him, each packing piercing weapons that via scaling, capable of hurting/killing him: Muto's jaws and stabby limbs, Rodan's beak and claws, and Mothra's tail sting, especially when Kong gets momentarily glued to the building or blinded by web to the face.
That team would also beat Godzilla

Anyway, team should take this. The winged thing in the hollow Earth gave Kong a good amount of trouble.
Team both rounds. He's above any one of them individually, but 3 (or 4) on one is just a bit much, and all his agility and mobility in the environment is more or less cancelled by their flight.

Godzilla one shotted Muto and Mothra is the weakest link here. We've seen what Kong does to flyers
Swarming him ? Doubtful. He's going to scale the buildings then knock them down or jump on them. They have 0 energy projection
Kong's track record against flyers aren't so good actually. Of the two Warbats he beat, he ambushed the first one when its full attention was on HEAV and snagged it behind its back, and the second one tanked a couple of attacks from him then had him pinned and suffocating, Kong had to be rescued by the human firepower. So no, it is unlike for Kong to one-shot any of the flyers here outside of PIS or CIS.
Scale the buildings aren't gonna help him much against 3 flyers, he can run but he can't hide. Well, even running might be difficult if he gets webbed up. They don't need energy projection to put Kong down, Godzilla and Skull devil's physical attacks including powerful bites and claws did just fine against him.
Kong pulls everyone apart in round one.
Round 2 he goes down after a Good match. If he has his charged axe though, he one shots all of them.
Hit n Run tactics of jumping from building to building would not work for Kong when a Rodan flyby will demolish the entire city....then Kong is just crawling around on rubble dodging webbing until he gets stuck then paralyzed. I see him winning a majority against any individually though Mothra would pull some wins in a solo situation.
