maybe so but he needs to transform to get into that state zorro can just swing his sword and slice, what im saying is some people need to get past that mountain, city, country, continent busting troop, some characters might have long range or destructive/aoe type abilities but that does not make them stronger than fighters that have none, for example luffy king kong gun, im sure garp could easily stop that with just a regular haki enhance punch but his punch would not have any fallout like luffys does.
like i said before is like comparing a giant who naturally can do more AOE with a punch due to volume/mass of his body, but that same giant could be easily takent down by a normal looking punch without any sort of fallout/aoe range by luffy, the same way Saitama just punched the giant who easily destroy a city with a punch, nowadays anime fans just mention city level as a source of power but forget that those types of attacks are mostly based on some type of energy and never physical unless its toriko, one piece atm and one punch man.
the same way for Logia fruit users, they naturally have extreme amount of AOE range attacks due to the nature of their powers but that does not mean they are stronger than those that dont have abilities like Garp/sanji, or lower tier AOE abilities like sengoku, naturally Ace and his fire fruit could easily destroy a city but he would lose to fighter with Haki and certain amount of physical strength, but that fighter might not even be town/small village in destruction capabilities, its easier in one piece because one piece does not have internal energies or energy source like Charkra, Ki, magic etc they are mostly Physical fighters this is why unless is a DF user the range of destruction they can do is limited since is all physical force and not some type of energy that can be control and launch like a canon, a physical punch from a one piece character could be just as destructive as a mountain busting energy attack from another anime but because the nature of the OP character and their physical attacks the range/aoe is very low.
crocodile had extreme amount of destruction/AOE/Range attacks but still lost to luffy and luffy had no type of AOE/Destructive capabilities back then, same for Enel, i mean enel could easily wipe out a island out of existence.
