My big question is, when comic series are following an already laid out storyline from a book series, do the powers from later on in the book series count, or just the powers of the character at the point where the comic story is at?

Wow. I really love DBZ I have been a fan for so many years and as a friend of Madness I know he feels the same. But I can see why some people on this site hate us. I mean no one here is even willing to accept the possibility that a world destroying DC character could last even long enough for the fusion to wear off??? That's crazy. Most of the time I would argue that DBZ characters would kick the ever-loving shit out of most regular comic characters, thats just the way their story and universe is made, but come on guys Superboy prime is one of the most powerful characters in the dc universe and i'm willing to give him the benefit of the doubt just this once that the guy could go the distance. He might even still lose but I can't abide that it would just be no contest. nuff said.
