I guess you could quantify who has suffered more by timeline of being alive, in which case i think Doom has Bruce beat, due to the Marquis of Death storyline.

The Mjolnir enchantment is just a NLF, you just have to compare who is the strongest character that has failed to lift it, or stated to being unable to lift it, and scale from there.

Don't see how Jiren deals with Garou's ability copying, reactive evolution and exponential growth. Not to mention being dumped into another dimension.
