The look is based somewhat from reading that thread on magic rules, getting cursed at the development stages of childhood and necromancy would not make one look like a twinkle vampire

Tobias's stomach growled because he didn't ate all week, the last scrap of bread was given to an injured man so he's only had rotten boot and old belt. His teeth are not in the best conditions.

He looked at the child and felt warm that somebody so young would devote himself to fighting evil, yet feels bad and small because he does not know how to properly interact after a life of running from people. He looks at people whom he admired because they can pursue justice without being regarded as the villain, he coughs blood before looking down.
"A feast? never had them before, this must be the first day of my life" he felt awkward when the new friend placed his hand on the dirty shoulder. He has been so impoverished that he felt wrong "Well it is my sworn duty to make sure that it is the person that makes the power good, not powers that make a person bad. These souls will leave me eventually and thus I must use them to do as many good beforehand"

Living off garbage dumps and food boxed are not good for my withering body, plus these wisps belong to guardsmen who died while on duty because of unnatural causes. As an agent of purgatory I help lead them back to the path of light, and doing the things they do when they were living makes them happy"
Toby continued on while the wisps are given simple orders to explore the roads
