Axel is a Boss, not a Mook.
If sentinels are under 20 meters I say a sentinel. Spider-Man would have a hard time inflicting damage and his webs wouldn't have effect.
@camilopezo: just by following the story of disgaea 2 ( getting his ass handed to him at every turn ) i'd say fodder, he's different in Disgaea 4 though.

20 meters is pretty much like a 5-6 story building if it helps.

The Saibamen were so strong so raditz (The starter villain of Z).
Even the fodder GLs are way above Saibamen.
One of the Hundred Face Hassans could probably beat him if they stated in stealth mode. Not sure if that would count as fodder though.
