We're talking about the guy who was doing stuff that his regular self had to struggle to do, like modify Joker's mind (which has been shown to be pretty much immune to mind games or any sort of telepathy in the past, yet Fernus changed him and everyone else in Arkham Asylum into sane people, who were literally breaking down because they realised the impact of their crimes)
And this was before J'onn even became Fernus. This was when it was just a small subconscious within him, yet he was doing that casually along with mind wiping people all over the planet and hiding his true self from everyone else.
Keep in mind that regular Manhunter was fighting against Starro by himself with Aquaman (who was a being with five galaxies worth of minds to use, even Despero couldn't beat him in direct TP) and had prevented nine White Martians (who scale close to Manhunter himself through not as good as him) who had been amped a million times beyond their standard power levels from entering his mind via TP.
When he became Fernus, he was TP'ing the Justice League casually, which is something he's basically never done before.
I believe that Fernus can put Hulk down because people like Emma Frost or whatever aren't near MMH level, let alone Fernus. There's no comparison.
Xenmu has some insane telepathy feats, including TP-ing billions of beings at the same time, shitstomping characters like Strange with his TP, effortlessly TP-ing other characters, but he couldn't touch Green Scar.... so.... unstoppable force meets immovable object.... Neither of us can PROVE the other has the edge in that battle.
