I think the line is drawn when they are not active in the 616 lore. Nearly every Summers family member has some sort of contribution to the 616 lore or is active in the universe right now. Even Hyperstorm plays a big role as a main villain to the Fantastic Four briefly.

(Ruby Summers to me is the only exception, since she is a fan favorite)
