Yes easily above Thanos who is mostly just a really badass brick. Onslaught merged the astral plane and reality and was dragging people and objects onto the astral plane while dominating multiple minds.
He's so powerful that Dr. Doom couldn't even time travel back in time without feeling Onslaughts power as he traveled pass the Era Onslauht was around for
Without Nate and Franklin....eh, hes still a broken telepath that had Shadowking and every earthly villain running scared including Belasco and D'Sparye...but it's hard to compare him to Thanos. One is an Astral being that drags you into his world the other is a Cosmic level brick.
