Ok so basically after seeing the movie last night I decided I'd see how it did with its midnight showing and such on IMDB.com, then I read the little trivia section they had for it and discovered this:
The character of Ivan Vanko ( Mickey Rourke) is a combination of Iron Man's enemy the Crimson Dynamo (Dr Vanko, who wears armor that can control electricity) and the supervillain Whiplash (who possesses a specially-designed razor/acid whip). In addition, the film's Whiplash gets its nationality and real name from the comics' first incarnation of Crimson Dynamo.
So I'm sure there are many out there who already know this I'm also sure there are many out who do not.

Why Whiplash was so different in the movie.
saw movie twice today =D. honestly before this movie was announced i had completely forgotten who whiplash even was. it honestly didnt bother that he was 2 villains mashed together it was done well enough to not be a big issue with me...the only part i will go to my grave hating is scarlett johansens acting
It makes sense. Crimson Dynamo isn't very interesting since he'd basically be a rehash of the first films villian only russian., and the comic version of Whiplash isn't enough of a threat to be the movies main villian.

"Yeah I was fine with the change but I had a friend complaining about how they changed Whiplash so I figured I'd post it here for anyone who wanted to know why he was different.

During the whole movie, I was thinking of Whiplash's recent comic incarnation, not a mix of him and Crimson Dynamo.

But I still don't think he was based on Dynamo in the movie, other then his real name, he was just Whiplash to me. "Interesting about that pic, I wonder if perhapes they changed their minds and decided to base him off of that version aswell as dynamo.

"I think the only Dynamo that they really put into him was the name and giving him a pseudo armor suit.
I personally think he just should have been the Crimson Dynamo. Granted, I haven't seen the movie, and I must admit that those energy whips are pretty cool looking in the the trailers, but to me the Dynamo is just a more recognizeable villain.
I suppose it's because the whole USSR versus USA thing is really irrelevent now, and having a villain represent Communist Russia probably seems a little dated at this point.
