Perched at the southern tip of the continent dominated by the Rankan Empire, the town of Sanctuary was founded by slaves from the city of Ilsig who took advantage of a war between Ilsig and Ranke to escape and flee south. Their freedom was cut short, however, as Sanctuary itself was conquered by the Empire and used as a caravan route between Ranke and the now-defeated city of Ilsig.
In this second Chapter of the Thieves' World odyssey, a seer's life becomes inextricably intertwined with a noble woman who's been sentenced to a terrible fate. A fog overtakes Sanctuary, followed by a two-day long storm. Meanwhile, Hanse, a common street thief tries to double cross two very powerful parties. And master thief One Thumb and Amoli, a madam, jointly confront a wizard who they believe has wronged them. But this is Sanctuary, and all of them are about to find out that nothing is as simple as it seems.
