The Tick is assigned to watch over the City. He arrives and immediately meets Arthur, a sacked accountant looking for adventure. Adventure arrives as the Tick and Arthur have lunch, and that adventure is the robbery of a bank by the Idea Men - masked mumblers. The Tick foils the robbery but the bandits escape in their blimp. The Tick and Arthur retire to Arthur's apartment for the night.

Later, the Tick learns that the Idea Men are holding the City hostage with a threat to blow up the dam unless paid $10 million. The Tick and Arthure (and a host of other misfit heroes) rushes to the dam. The mayor pays the ransom but the Idea Men set their bombs anyway. The Tick grabs the bomb and rushes to a place where people won't get hurt. It detonates in his hands and he and Arthur are able to stand proud at having saved the day.
