The Robber is perhaps Chicago's first costumed criminal, debuting in the Depression era. He leads a gang of bandana-wearing criminals, and successfully robs several banks without anyone being able to stop him.
After The Robber kills a police officer, private detective Geoffrey Warner is fed up with the police's inability to do something about it. He creates his own costumed identity as the Grey Raven, Chicago's first superhero, and manages to run into the Robber in mid-robbery. As the Robber tries to make a getaway in a car, the Grey Raven pulls off the driver's mask, revealing his own father, corrupt cop James Warner.
However, The Grey Raven gets the Robber out of the car and beats him into submission. Both the Robber and James Warner are taken to jail. Inspired by the event, the Grey Raven eventually starts C.O.W.L.
