Frank Castle’s living nightmare continues as one of his Vietnam comrades returns to New York. This veteran of war has murderous intentions, and is shooting members of his former battalion dead. Will the Punisher be able to stop a sniper gone rogue?

As one of Frank Castle's former Vietnam comrades is assassinated by a sniper, Frank thinks back to one of his worst experiences from the war in where he was forced to leave a man behind as the squad retreated. Next he witness the murder of another former colleague as the two met up before an upcoming squad reunion and after a failed chase of the killer deduces that someone is attempting to kill off his entire Vietnam unit. Despite going to the reunion in disguise to try and stop another one of his friends dying he fails but once again sets off after the assassin. The foot chase soon becomes a car chase but The Punisher manages to force a confrontation with the assassin. Discovering the truth, that the assassin also has ties to Vietnam as its another unit member, Rich van Burian, now going by the name of Sniper and has turned a contract killer. Learning also of Castle's former commanding officer's illegal drug operation, Frank manages to escape from Sniper and sets off to put an end to Colonel Schoonover but knowing all too well that another encounter with Sniper will soon follow.
