Doc Samson was able to get his hands on the security footage while he was present at Thunderbolts Mountain working with Penance. Doc Samson left with the tapes and was able to hold them over Norman Osborn. They were also used as insurance in the case that Songbird died at the hands of her fellow Thunderbolts.
After Secret Invasion, Doc Samson called a meeting with the President and Norman Osborn to expose Norman as the criminal psychopath he is. Instead, Osborn staged an attack on the President and managed to have Ghost secure the disk and discredit Doc Samson's claims in the progress.
