    Paralyzed by the Pied Piper's speed demons, the Flash is drawn, inexorably, towards high voltage power lines. Though unable to move his limbs, the Flash manages to begin spinning, at super-human speed. The Flash angles his body, so that only the speed demons strike the power lines, destroying them. The Flash demolishes the Pied Piper's hidden lair. The Pied Piper suffers a complete nervous breakdown. Instead of prison, the Pied Piper is brought to the Breedmore Mental Hospital, for observation. Media speculation places the blame for the Pied Piper's condition on the Flash. The Mirror Master contacts Captain Boomerang, regarding the Pied Piper situation. Police Captain, Darryl Frye, employs a psychic, Mister Dreed, in the hopes of finding long-missing police forensics scientist, Barry Allen.

    Frye gives Dreed Allen's ring, to "read". Dressed as Police Officers, Captain Boomerang and the Mirror Master check in on the Pied Piper. En route to the Pied Piper's room, they are asked to intervene in the conflict between a massive, muscled patient, named Dufus, and the exterminator who tried to kill Dufus' pet mouse. After throwing the exterminator out of his room, Dufus calms down considerably, as a sedative finally takes effect. Captain Boomerang and the Mirror Master offer to spring the Pied Piper from Breedmore. The Pied Piper, though, has suffered a complete psychotic break, leaving him a mere shell of the Rogue he used to be. Certified public accountant, Nathan Newbury, is struck by lightning,while walking through the park, on a beautiful, sunny day.

    Newbury recovers, seemingly none the worse for wear. The Flash's defense attorney, Cecile Horton, works on building her defense for the Flash. Captain Boomerang and the Mirror Master are joined by their fellow Rogues, Captain Cold, the Trickster, and the Weather Wizard. The Rogues plot their revenge against the Flash. The Flash hires a private investigator, Sidney Dithers, to look into why Horton despises the Flash. The Rogues abduct Dufus, from Breedmore. The Mirror Master makes contact with the Monitor, to procure armaments for Dufus. The Rogues condition Dufus to hate the Flash. Outfitting him in armor, with a large spiked mace, the Rogues dub Dufus, "Big Sir". Horton agrees to conceal her hatred for the Flash, for the duration of his trial.
