    He's beaten the cops! He's beaten Captain America! And now he's after the President! He's Electro! Only the Falcon is left to fight him - but Falcon's got his hands full!

    Electro storms the factory hideout of the Legion. Electro demands to know where the Legion is holding the President of the United States of America. Electro seriously injures one of the gang members to garner information. New York Police Detective Sergeant Tork leads Captain America to Legion's garage stronghold. Captain America, and Tork, come under fire. Captain America takes out three members of Legion, while Tork takes a fourth at gunpoint. The Falcon confronts Legion. When Redwing returns with Electro's location, the Falcon flies the Legion member that Electro felled, to a hospital.

    Electro recharges his powers. Captain America beats the tar out of several members of Legion. Captain America, and Tork, confront the Legion leader, Xeon, who is holding the President of the United States of America at gunpoint. Electro storms the room. With surprise on his side, Electro quickly fells Captain America. The Falcon sucker punches Electro. Tork draws on Electro, only to be quickly disarmed and defeated. Electro pursues the Falcon. Electro uses his command of electricity to disable the Falcon's wings. The Falcon is forced to rely upon his acrobatic acumen to avoid Electro's lethal discharges.

    Electro corners the Falcon. Redwing rakes his talons across Electro's back. The Falcon douses Electro with water, shorting out Electro's powers. The Falcon haymakers Electro into unconsciousness, then binds him with a rubber hose. The Falcon meets back up with Captain America, and Tork. The Falcon confronts Xeon. The Falcon challenges Xeon to really live up to the Legion leader's rhetoric. The President of the United States of America is set free. Xeon is given the opportunity to speak to the President of the United States of America.

    Xeon speaks of the difficulties and despair of the impoverished denizens of Harlem. The police arrive to rescue the President of the United States of America, but they are waved away, as he continues his conference with Xeon. The crisis over, the President of the United States of America goes on the air, vowing to introduce new policies to aid the poor. The Falcon, as Samuel Wilson, a social worker, relaxes at home with Captain America, and Tork. Captain America departs, to keep a romantic rendezvous. Wilson, and Tork, depart with Rachel, Wilson's potential new love interest.
