    The street gang known as the Legion has lost faith in The Falcon, and in defiance has kidnapped the President of the United States! How can Falcon save the President without further alienating the people he's tried so much to help? Featuring the villainy of Electro!

    The Falcon assists firefighters., The Falcon rescues tenants from the burning building. One tenant, Mister Brown, desperately tries to save his livelihood, refusing to exit the conflagration. The Falcon pulls Brown from the fire, moments before a boiler explosion. In the crowd, the Falcon spies two members of Legion, a street gang he has been battling. Unbeknownst to the Falcon, he is spied upon by Max Dillon, the notorious Electro. Dillon erroneously believes that the Falcon is searching for him. The Falcon, as Samuel Wilson, a social worker, returns home, to find New York Police Detective Sergeant Tork waiting for him. Tork has apprehended R.C., and Dragon, two members of Legion, tasked with vandalizing Wilson's home.

    While Wilson argues with Tork over how best to deal with the boys, R.C., and Dragon, escape, and flee. Wilson catches up to them, as the Falcon. Tork, against the Falcon's wishes, arrests the boys. The Secret Service commandeers the 131st precinct, in preparation of the President of the United States' upcoming visit to Harlem. The Falcon, as Wilson, is deemed a security risk by the Secret Service, and ordered to depart the premises. Wilson, as the Falcon, visits Brown, at the hospital, only to find Brown, in despair, out on the window ledge. The Falcon talks Brown back into the hospital room. In the crowd below, Dillon believes the Falcon's rescue of Brown to be staged, in order to flush Dillon out of hiding.

    Legion assaults the President of the United State's motorcade. Legion abducts the President of the United States. The Falcon is about to pursue them, when he is attacked by Dillon, as Electro. Deciding that recovering the President of the United States is more important than battling Electro, the Falcon withdraws from the conflict. The Secret Service close on Electro. The Falcon flies to Legion's headquarters. Tork interrogates R.C., and Dragon, and learns of Legion's plan to murder the Falcon. Electro re-engages the Falcon. After a pitched combat, Electro defeats the Falcon. Electro, however, having sustained a severe beating at the hands of the Falcon, also collapses into unconsciousness. Tork is confronted by the Falcon's partner, Captain America.
