In the Soviet Union, Tania Belinsky, the Red Guardian, is brought into the headquarters of Project: Sergei. It’s mysterious leader is said to be the power behind everything that goes on in Russia.

He explains that he is in love with her, and wishes for her to be his (mind-controlled) consort. He is physically sick, and she has a mental problem, but he has devised a process that will transform them into beings of great power and full health—and all it will do is require a nuclear explosion that will destroy half of Europe.

He apologizes and they discuss the havok recently caused by the local vigilante, Lunatik.
Hellcat manages to distract the Hulk, who recognizes her, and Nighthawk reminds Namor that he is a Defender like the rest of them. He explains that he had come to New York because of radiation leakage near Atlantis. He needs help entering the irradiated area to find the source of the problem. Nighthawk suggests sending in the Hulk, who is resistant to radiation, and Namor agrees.
