At Arkham Asylum, Joker is watching all the talk about Batman. When Dr. Wolper greets Joker, Joker in turn uses his ability of manipulation to get Dr. Wolper to set up a time for the news media to hear "his side of the story". At the White House, the President talks to Superman about convincing Batman to retire before he has to use force. At a police event, James Gordon is giving a speech that begins Ellen Yindel's start as Gotham City's new commissioner. At the end of the speech, Ellen Yindel gives a call for the Batman's arrest. The next day, Clark tries to convince Bruce to return to retirement, however Bruce refuses even though Clark warned him that the President would eventually send him to end Bruce. The conversation ends when the President calls Superman to fight against the Soviet Union.
Later, at the David Endochrine Show, Joker is going on stage to tell "his side of the story". Meanwhile, Batman is on the roof fighting Gotham City Police Officers trying to reach Joker. Inside, Joker pulls off his fiendish plot by killing everyone at David Endochrine's show including him and Dr. Wolper. Batman retreats with Robin to find out later that Joker has escaped. Joker eventually meets with Selina Kyle at her brothel to try to draw out Batman. When Batman and Robin visit the brothel, they find Selina bound and gagged in a Wonder Woman outfit. Selina provides little information on the Joker's hideout, however Batman and Robin eventually find out that the Joker is hiding at the fair grounds.

Arriving at the fair grounds, Batman follows the Joker that leads to a major confrontation between the two. Because of Batman's refusal of going back in retirement, the President orders Superman to kill Batman, during this time also Batman and Oliver Queen are devising a plan to take care of Superman. Later on, Batman and Superman finally fight one another at crime alley, but unknown to Superman, Batman had already devised a plan. Near the end of the fight, Bruce's heart seemingly gives out.
