If it's not a reboot, why have Spidey wear a different costume and use mechanical webshooters? Among other things.

He's obviously just saying that for the people who are mad at the prospect of a reboot. That or he's totally babbling on with no idea about what he's talking about. Seriously.

He's just trying to say in a nice way that this is how the first Spiderman movie should have been done :P

What Avi Arad meant was that this will be a side story and yet completely unrelated to the Tobey Maguire franchise, so you should come to expect nothing but the best that the previous films introduced (except the quirky, unneeded Sam Raimi/Bulk & Skull humor, unnecessary plot devices, horrible Danny Elfman scores and villain deaths), appeasing hardcore fans. That's what he meant.
