    Origin

    The Terror is actually Baxter Forbes who works with Ida Horn for Private Detective, Hack Axeley. Working with Ms. Horn, Mr. Forbes gathers the information collected by his boss to blackmail the varies mob bosses around the city like Baldy Pate and Gerk Kreg. He demands half their racket. This makes him a lot of enemies real fast and because he murders a man named Jurgen and later his boss he also gets the Creeper on his trail. The Creeper eventually figures out who he is and brings him to justice.

    The Terror was created by Steve Ditko in 1968. His first appearance is Beware the Creeper 1. The Terror is the second villain the Creeper faces.

    There is some name confusion when it come to the Terror. This is due to his first appearance. On the cover of that issue it says "Where lurks the Menace?" This has led some to believe that to be the characters name but inside the book he is referred to as the Terror. With do little information about the character it is hard to know if the character was supposed to have been named the Menace originally or was the name changed on the cover or, if it was just a inadvertent albeit misleading sentence.
