One of the big problems with the Hulk is that his power limits are never very well defined. Sometimes he stands down whole armies and takes missiles in the chest - other times he runs away because the Army is too powerful. Such is how this issue begins with Hulk, operating some high tech equipment that he shouldn't be able to, and sending himself back to the desert.
