    Do you mean under normal conditions, using his powers?

    If that is the question, then yes and no. He can't simply heal people by touching them, but given his speed and powers, he can operate on people with such precision and speed, that one's chances of surviving would greatly increase.

    But if you're asking, if it's within Superman powers to heal people? Then the answer is yes.

    Has kryptonians get exposed to stronger types of stellar energy, their powers increase quite substancially.

    In pre-Flashpoint Superman could simply expose himself to blue sunlight and he could use his power of Super-Vision, to empower a human with kryptonian powers. That alone should be enough to heal any wound, until the power faded.

    In the New 52, it has been shown that if exposed with massive amounts of stellar energy kryptonians can permanently obtain other powers like telepathy, telekinesis and many others.

    But in this case telekinesis being the key power you'd want. Seeing we were shown that the kryptonian H'El could use his telekinesis to such a degree he could basically break apart a living being and put him back together without killing him. And if he could do that, then Superman could simply use his telekinesis to fix any problem no matter the magnitude of the damage.

    Well, he can learn all medical knowledge on Earth in mere minutes and apply it with super precision and speed (if he ever drops his cape and looking for a job, instead of been firefighter or cop, he should try doctor career).

    @heavenlydarkdragon: Quick question. How did Superman of earth 2 manage to "reconstruct Lois's cells" with his heat vision? Is that possible?

    Healing people isn't one of his powers. But as others explained, he can do complex surgeries with great precision and speed. It would increase the chance of survival of the patient.

    Hi there! To answer your question... No! He shouldn't and couldn't reconstruct cells with heat vision.

    Heat vision regardless of what people believe it to be. Concentrated infrared radiation. Bio energized highly concentrated particles. Or a form of psionic/energy manipulation. Heat vision only destroys. Yes, it can be used to cauterize wounds on a microscopic level, but it can't reconstruct cells. So although the scan shows Superman doing it, in truth that could not have happened. Not like that.

    You and me, we've deeply discussed Superman powers, how they should work and how it should actually be explained. But we both know that what Superman is doing on the the scan provided by @SanoHibiki couldn't happen. Not like that.

    If you remember back to pre-Flashpoint, when Superman went to Bizarro World in search of Jonathan Kent. Because he was exposed to the blue sun that world orbited, he gained a new power. Super-Vision. That was in simply terms his newfound ability to transfer a portion of his unique bio energy to another living being. Granting Jonathan Kent all the powers of a kryptonian.

    So for Superman to be able to do cellular reconstruction, then that Superman would have to possess the Super-Vision power. And he could do it this way to heal basically any wound... By transferring a certain amount of his bio energy to the cells surrounding the damaged and destroyed ones, Superman would be in theory infusing those cells with a healing factor similar to that of Superman. Thus the cells would heal the wound in a manner of seconds.

    Any other way would still involve the use of not-heat vision.

    Remember when we spoke of Superman psionic/energy manipulation as being the real factor being all of his powers? Well... By releasing a form of telekinetic energy Superman could also force the cells around the wound to heal as he so desired. But we know that under normal circumstances - and in that scan Superman-2 was under normal circumstances - Superman can not do any sort of cellular reconstruction, not with heat vision.

    Even in the scan before that one, where the woman accuses Superman of simply letting her husband die. She was right! Yes, Superman can't do cellular reconstruction, but he as been shown using his heat vision in a way where he can destroy anomalies or foreign objects inside the body, without damaging the cells around it. Simply because he combines more than one power. He uses his "X-Ray" vision and microscopic vision together to pinpoint the exact area that needs cleansing, and then he uses his heat vision to destroy what needs to be destroyed.

    During the Final Crisis, Lois Lane was targeted by Libra and she suffered damages from a bomb that nearly killed her. We even get a scene where Superman refuses to leave Lois side, because as he states, he's using his heat vision to keep her heart from failing. And in that case it kinda made sense - at least to me, but that might be because like some friends sometimes tell me, that I'm a walking Terabyte disk of information, so I filled in the blanks the writers most likely didn't know how to explain - as I saw it Superman was using his vision powers together with heat vision to do the job. How? Like this:

    - Superman uses his microscopic vision together with the X-Ray vision, to detect any possible area of cells that might be damaged and are also thus damaging the nearby cells. He uses his heat vision on a microscopic level to destroy them.

    - He also uses his combination of X-Ray vision and his enhanced senses to observe the nerve/muscle impulses of Lois heart. Anytime he detects an anomaly that could cause a heart attack, or simple cardiac failure, he uses his heat vision again on a microscopic level, to interrupt some nerve signals or give them a jolt, depending on what was needed.

    But that's not cellular reconstruction. If pre-Flashpoint Superman was able to do that, then he wouldn't need to keep a permanent watch on Lois. All he would need to do would be to give Lois a dose of Super-Vision, and her body would heal in a manner of minutes if not seconds. But as we have established, Super-Vision is not a power Superman normally has. So the need for him being present is explained.
