When Kenneth Rocafort draws Kon-El, he looks younger than Kara. Kon-El looks he's 16 years old and Kara looks like she's 21

I'm obviously talking about their physical appearance, not chronological or mental age

No she is older, she is supposed to be like 17? He is supposed to be in him mid teens, so like 15?

Btw, what comic issue is the one where they both have the red & black suit, that's the only one I haven't seen.

Nope, that version of Superboy in the OP is a clone. So, technically, he's not even a teenager as he was artificially aged to that point in life. Supergirl is definitely older, by far.

Kara NOW during rebirth is "portrayed" as younger tham she was.

New 52 kon seemed to be around 17.

Pre Flashpoint kon was somewhere around 17 18.

Hopefully if the "real" or a "reborn" kon-el returns he will be around 19.
