Bomb-A-Rangs!
This is the quintessential transitional issue; that is to say, not much happens, but what does happen is fairly satisfying.
We have some good characterization for Jameson as the stakes are raised, with characters running this way and that to try and fulfill their own goals. However, this is never confusing or forced, as there's not too much going on, and some issues are more or less put on hold until the next issue. The primary meat here is some brief action between the villains and Spidey and the others talking about this and that, adding some emotion. However, beyond Jameson, I don't earnestly find myself caring for the other civilians, which is something of a flaw.
The action is also on the okay side, with none of the fights blowing me away. However, the next issue promises a lot, so hopefully it can hold up it's end of the bargain.
