Kara Zor-El is Superman's cousin and last survivor of Krypton's Argo City. She has a brash and defiant personality that she developed in response to the destruction of Krypton. Currently, she's operating out of National City alongside the D.E.O.

EDIT- Now to explain why- I usually hate female counter parts of male characters "the exception being She Hulk", especially if they play side kick. So initially I thought little of Barbara, but when she became the Oracle and made the best of her physical limitations I really liked her. She wasn't just girl Batman, she had her own identity.

@Blood1991: Because some of us still prefer Barbara Gordon as Batgirl. Of course I haven't liked everything that's been done with her in this new universe I'm still glad to see her return to my favorite incarnation of her character.
To answer the thread question, Batgirls is my favorite but I also love Supergirl and Donna.
As this thread is asking which Supergirl, Batgirl, & Wondergirl, I do NOT think Power Girl or Oracle count.
I liked the Linda Danvers Supergirl when she met Pre-Crisis Kara, she seemed to be a comical character making fun of Kara's views & actions, pointing out that you do NOT spin the earth around the other way to reverse time, etc.
There was a Cassie Cain story with Connor Kent that was kinda cute.
I always felt that Stephanie Brown & Jason Todd should have been villans.
It is always hard for me to choose between Batgirl and Supergirl, but when it comes right down to it, I like Supergirl more.

Batgirl, easily, especially if you're considering Cassie and Barbara. They, like their mentor, are mere humans, yet they accomplish so much. And they embody courage and selflessness, especially considering that they are not bulletproof, super-strong, and can't fly, etc. Would the super-types accomplish as much if they too were merely human?
After that I would choose a Wonder-type, whether Girl or Woman. That's mainly because they're not as over-powered (relatively speaking) as the Kryptonians and Martians. They don't have super-vision/laser vision, super-breath, etc. They are melee fighters and have to get up close to do whatever they need to do.
I like Supergirl and Oracle equally to be honest, I wish we got to see them team up.

Why doesn't comic book art get more respect in a country (USA) that celebrates masquerade-thrill films such as "Halloween" [1978]?
I write fiction (mostly horror), but I also love collecting comic books.
I have something to posit here: imagine a storyline in which Batgirl and Supergirl both find out they have twin sisters; which superheroine sister tale would you follow?
Gender idealism is an under-appreciated aspect of the comic book universe.
