Would anyone mind explaining me what these wings are, what they do, why does she have, and how?

Linda Danvers was a normal human being until she merged with the previous Matrix form of Supergirl, she then became a version of Supergirl with a mix of human DNA and protoplasm, meaning she could shapeshift between Supergirl and Linda Danvers, hence no need for dodgy brunette wigs lol

anyway, later on we have an earthbound angel spirit who merged with the Linda Danvers / Matrix being, crating the Supergirl with the fiery wings...

The earth bound angel was basically a fire elemental, think of it that way if you will but it was explained a bit in the subtext conversations between Supergirl and Zauriel...

anyway, Earth Angel Supergirl went on to actually loose her Earth Angel powers and revert back to the shapeshifting Supergirl we used to know and love, only she lost her shapeshifting powers and was stuck in her Linda Danvers form, but still with all the telekentic Supergirl powers, so here we have the dodgy white t-shirt and short skirt Supergirl / Linda...

Also it might be worth noting that the Elemental was sought after by Zauriel as well, and claimed to be the pre-crisis Kara Zor-El...

but then the Linda Danvers Supergirl run was always very heavy on the mythology, including a character that actually claimed to be the earth bound incarnation of God, basically a child who ran around with a baseball bat all the time, but worth noting that Demons were afraid of him and he did do some things that kind of backed up his claim...
