Thor is more powerful than the power levels Storm usually allows herself to operate at (she places self-imposed limits on her power), but in the few instances she decides to cut loose, she's actually the more powerful of the two.

Storm technically can control the weather by two means now in her standard. She can control it psionically with her mutant genes or divine energy with the magic Osthur passed on her ancestors that apparently is beyond her genetics.

With her mutant powers: Nope not even close but I would would say she has more fine control

With her magic: I would say she holds more raw power than Thor.

I'd say she holds more power with her mutant powers, too, if you go by her high end feats. Without her self-imposed limits, she wields near-infinite power...and that's without the whole "Goddess" Ororo we saw in Black Panther.

Those aren't self-imposed limits. They are called outliers. She keeps her emotions in check and does not really expand her powers for fear of damaging the planet... BUT when she has cut loose it was never at the level you're trying to make her out to be.

The galacti core feat and the power levels she displayed when she fought the Trion reflect power beyond Thor's.

Storm controls the Weather better. Even Marvel Agrees.

Thor only has more raw Power. Plus the Hammer he holds has a Sentient Being inside of it.

Take away the Hammer he can only do half of what Storm does.

That's true. The reason why Thor's powers are much more destructive and powerful than Storm's is because his powers are magical and Storm must work within the boundaries of nature

Storm has better control on a molecular level than Thor. She has shown more creativity and versatility with her weather manipulation and use it in many ways than Thor. So with that said i believe Storm is more finely attuned to the weather and while she can't match Thor for sheer power, i think she has him beat in terms of precision.
