Have you literally seen the size of a nebula? This isn't just a cloud or anything- some of these are hundreds of light years in diameter, literally trillions of miles long, almost inconceivable in how giant they are.

How is anyone, more less a mid tier fighter, supposed to manipulate the entire thing at once, let alone make one?

Anyways back to the regular people who peruse this forum. I honestly think (with life support provided) she potentially could, given that in space she has displayed control over atoms. But the problem is we have no idea how far her awareness even stretches outside of a planetary atmosphere .. and unless for some odd reason she decides to create a star .. why would she need a nebula?

And summon the full power of a galactic core. However, I would say her feats displayed in the Trion reality (defeating the Trion and sewing the reality back together when it was coming apart at its seams) would easily eclipse her controlling a nebula. She can wield that much energy.

A Nebula is extremely Large.

Storm is no Stranger in manipulating Cosmic Energy. She can manipulate Solar Flares and was able to gather stray Hydrogen Atoms in space making the Vaccum of Space thicker to, which the Silver Surfer Notice and was able to harm him. And if you look at her Galactic Core feat it's really NOT that far fetch for her to manipulate a Nebula. However, given the sheer size of a Nebula Storm would only be able to manipulate a small portion of it.

So, to answer the questions: Yes, she technically can manipulate a Nebula to a small degree.
