Hailing from the 30th century, Bart Allen is the grandson of the Flash, Barry Allen and Iris Allen. Originally using the name Impulse and trained by Max Mercury, Bart utilizes the same powers of super-speed possessed by his grandfather and fights crime alongside the Teen Titans, known as Kid Flash and Wally West's sidekick.

Holocaust is an ex-member of the original Blood Syndicate. He would later become a major crime boss in Dakota.
Tiffany Evans (Technique) appears in Milestone Comic's Dakotaverse in Hardware as Hardware's protege turned nemesis.

Frieda Goren is a teenage resident of Dakota City, where she attends Ernest Hemingway High School as a student. She is the best friend and occasional love interest of Virgil Hawkins A.K.A. Static. She used to be anorexic.
Terry Boltiansky is the leader of the Terror Titans.
Icon is the superhero persona of Arnus aka Augustus Freeman, and member of the Terminan alien race. He crash-landed on Earth in the American South in 1839; Raised as a slave, but escaped through the Underground Railroad. Following a series of events, Augustus decides to become a Superhero, and eventually joins the Justice League, after being drafted by Superman.
Prodigy inventor Curt Metcalf uses a high-tech battle suit of his own design to fight the international crime cartel known as the System in the guise of Hardware.
A young White Martian that traveled to Earth to follow in the footsteps of the Martian Manhunter. She struggles with her past as a member of a race which is not trusted or well-regarded on Earth. She is generally associated with the Teen Titans.
Virgil Hawkins was exposed to a mutagenic gas that swept his city of Dakota, which gave him and other 'bang babies" superpowers. With the ability to control electromagnetism, Static joined the Teen Titans and continues to protect his city while serving on the team.
