    Batman and Robin first encountered the Star-Man as he manhandled a museum curator while looking for a belt that had once been on display. The heroes attempted to subdue Star-Man but his super strength allowed him to toss them aside and escape in pursuit of the belt.

    The belt had been discovered in Tibet by explorer Malcolm Frasier. The legend surrounding it claimed that the belt's wearer would have phenomenal powers and immortality. The belt had been broken into three, the strap and two pieces of the buckle, and then each piece was moved to a separate location. Somehow Star-Man had appropriated one piece and gained super strength.

    Kathy Kane, in the guise of Batwoman, appeared on television wearing the belt at a benefit for the circus. Seeing the event during his search, Star-Man arrived at the benefit and began tearing apart the circus. He soon discovered that being in proximity of the belt siphoned his super strength, so he quickly fled. Star-Man then obtained the other part of the buckle, which gave him gravity defying powers. Batman and Robin attempted to stop Star-Man again but his might was too great for them. Before Star-Man could kill the Dynamic Duo, Batwoman intervened, again wearing the strap. Star-Man collapsed as the strap drew away his powers, and Batwoman reassembled the belt in its entirety. She briefly had the legendary powers told in Tibetan myth but decided the belt was too dangerous to possess and opted to destroy it. Star-Man was arrested and never seen again.
