Basically, Doc Ock was dying. During this time, Spider-man had been hacking into his tech for various purposes, such as controlling a horde of Ock's octo-bots on one occasion. Him doing this allowed Ock to map out his brain, and switch their minds. Peter was trapped in Ock's dying body when it had only hours to live, and Ock took over Peter's body.

Peter managed to bust out in an attempt to fix this, but died from the disease in Doc Ock's body, leaving Ock free to run rampant. Since Ock has all of Pete's memories and knowledge, no one can trick him into revealing himself by referencing a past event, like usual mindswap problems are solved.

He calls himself the 'Superior' Spider-man because he's using his supervillain mind, combined with Peter's Horizon and Avenger resources, to make his life easier, and do the superhero job more efficiently, such as programming a bunch of Spider-bots to patrol on his behalf, alerting him only to problems that require his attention, freeing him to do stuff that would usually be ignored while he patrolled personally. Or calling officers for backup when confronting a supervillain, having them form a perimeter so Spidey knows where the villain is going should he escape. Etc.

Also he killed a sociopath. In cold blood. With a firearm.

Pretty much. Also: Certain people are suspicious of SpOck. The Avengers ran test on him because he was acting so oddly, but they failed to catch on that he was really Doc Oc. Actually, SpOck noticed that he would've been caught had he not asked to see the results. Massive spoiler from last issue--> Otto used a device and learned that Peter Parker's conciousness is still in his body and that Peter's been subtly influencing his actions.

Slott is doing an awesome job. SpOck has had some legitimate heroic moments, while its still clear that he's doing this to be, well, the "Superior" Spider-man, not a hero. And that involves less-than heroic tactics....
